It's not a one-off. That's one of the last panels of a Lucky Star doujin. Konata is shocked to find a picture of her father having sex with her infant self.

It's partially funny because there's people getting off to it, and it's partially funny since most guro is done in a somewhat jokey manner.
See the idea of people getting off to it is a lot of the reason why I dislike it. Makes me feel ill to think that there are people out there who enjoy drawing that stuff and others who enjoy the idea of it sexually.
